Terms of Service
These Terms of Service ("Terms") are an agreement between you and The Katalys Group LLC ("Katalys," "we," "us") and govern your use of the QuorumCivic app and related services (the "App"). By creating an account or using the App, you agree to these Terms and to our Privacy Policy. If you don't agree, don't use the App.
You must be at least 13 years old to use the App.
1. What QuorumCivic is
QuorumCivic presents public government records — legislation, roll-call votes, congressional financial disclosures, campaign finance filings, and related data — in a readable, connected form, along with AI-generated summaries and scores that help you interpret them. The App is an information and civic-education tool.
2. What QuorumCivic is not
Not financial advice. Nothing in the App is investment, financial, legal, or tax advice, and nothing in it is a recommendation to buy, sell, or hold any security. Katalys is not a broker-dealer or a registered investment adviser. Signals, scores, and patterns describe historical public records — they are not predictions you should trade on, and past patterns do not indicate future results. Decisions you make, financial or otherwise, are yours alone; consult a qualified professional before making them.
Not accusations. Patterns the App surfaces — for example, trades occurring near legislative events — are correlative observations from public filings. They are not evidence of coordination, insider trading, or any wrongdoing by any person.
Not the government. QuorumCivic is an independent product. It is not affiliated with, operated by, or endorsed by the United States Government, Congress, or any government agency.
3. AI-generated content
Bill summaries, transparency and complexity scores, and answers to questions you ask are generated by artificial intelligence from public records. AI output can be incomplete, out of date, or wrong. Official sources control: where the App's description of a bill, vote, or filing differs from the official record (for example, on Congress.gov), the official record is authoritative. The App links to official sources so you can verify.
4. Your account
- Keep your sign-in credentials secure; you're responsible for activity under your account.
- Provide accurate information, and keep your email current so we can reach you about your account.
- You can delete your account at any time inside the App (You tab → Account).
5. Quorum Supporter subscription
Quorum Supporter is an optional auto-renewable subscription (offered monthly and annually) that unlocks unlimited AI bill analysis and other Supporter features. Supporter subscriptions fund the servers, data feeds, and AI processing that keep QuorumCivic running and independent.
- Payment is charged to your Apple Account at confirmation of purchase, at the price shown in the App before you buy.
- The subscription renews automatically unless you cancel at least 24 hours before the end of the current period; renewal is charged within 24 hours before the period ends.
- Manage or cancel anytime in your device's App Store subscription settings. Deleting the App does not cancel a subscription.
- Refunds are handled by Apple under Apple's terms (reportaproblem.apple.com).
- If prices change, we'll follow Apple's notice and consent requirements before any change affects you.
Free accounts include full access to already-published analyses and a limited number of new AI analyses per month; current limits are shown in the App and may change.
6. Acceptable use
You agree not to:
- use the App to harass, threaten, or defame any person — including public officials;
- misrepresent the App's observations as accusations of crime or misconduct;
- scrape, bulk-download, or programmatically access the App or its APIs without our written permission;
- interfere with the App's operation, circumvent usage limits or security, or reverse engineer the App except where the law permits;
- use the App for any unlawful purpose, including unlawful trading activity;
- resell or commercially redistribute App content without permission.
7. Content and intellectual property
Government records displayed in the App are public information. The App itself — its software, design, editorial framing, AI-generated analyses, and compilations — belongs to Katalys or its licensors and is protected by intellectual-property law. We grant you a personal, non-exclusive, non-transferable license to use the App for your own non-commercial use. If you send us feedback, you grant us a perpetual, royalty-free license to use it without obligation.
8. Third-party services
The App links to third-party sites (such as Congress.gov) and relies on third-party services (such as Apple for payments). We're not responsible for third-party sites or services, and your use of them is governed by their own terms.
9. Disclaimers
THE APP IS PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE APP WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT ITS DATA — INCLUDING GOVERNMENT-SOURCED DATA AND AI-GENERATED CONTENT — IS COMPLETE, CURRENT, OR ACCURATE.
10. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, KATALYS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST DATA, OR TRADING OR INVESTMENT LOSSES, ARISING FROM OR RELATED TO YOUR USE OF THE APP. OUR TOTAL LIABILITY FOR ALL CLAIMS RELATING TO THE APP IS LIMITED TO THE GREATER OF (A) THE AMOUNT YOU PAID US IN THE TWELVE MONTHS BEFORE THE CLAIM AROSE, OR (B) FIFTY U.S. DOLLARS ($50). Some jurisdictions don't allow certain limitations, so parts of this section may not apply to you.
11. Indemnification
You agree to indemnify and hold Katalys harmless from claims arising out of your violation of these Terms or your misuse of the App, to the extent permitted by law.
12. Termination
You may stop using the App or delete your account at any time. We may suspend or terminate access that violates these Terms or that creates risk for the App or other users. Sections that by their nature should survive termination (including Sections 2, 7, and 9–11) survive.
13. Apple App Store terms
Because you download the App from Apple's App Store, the following also applies: these Terms are between you and Katalys only — not Apple. Apple has no obligation to provide maintenance or support for the App. In the event the App fails to conform to an applicable warranty, you may notify Apple and Apple will refund the purchase price (if any); to the maximum extent permitted by law, Apple has no other warranty obligation. Apple is not responsible for addressing claims relating to the App, including product-liability, regulatory, or consumer-protection claims, or third-party claims that the App infringes intellectual-property rights. You represent that you are not located in a country subject to a U.S. Government embargo and are not on any U.S. Government restricted-parties list. Apple and its subsidiaries are third-party beneficiaries of these Terms and may enforce them against you.
14. Governing law
These Terms are governed by the laws of the State of Michigan, without regard to conflict-of-law rules. Disputes will be resolved in the state or federal courts located in Michigan, and you consent to their jurisdiction. Before filing a claim, contact us — most issues can be resolved informally.
15. Changes to these Terms
We may update these Terms as the App evolves. If a change is material, we'll update the date above and note the change in the App. Continued use after a change means you accept the updated Terms.
